Stakeholder consultation on the Circular Economy Act

As announced in the Clean Industrial Deal, the European Commission is preparing a proposal for a Circular Economy Act for adoption in 2026. The main objective of this new legislation is to accelerate the transition to the circular economy in the EU. It will target several obstacles, such as the lack of sufficient demand and supply for secondary raw materials (including critical raw materials) and the fragmentation of the single market for circular products, waste and secondary raw materials.

With this questionnaire, the Commission is targeting specific stakeholders to gather their views and evidence on the potential problems, the solutions (policy measures) that could be pursued within a Circular Economy Act, and the impacts, costs and benefits of these solutions.

You can contribute to the impact assessment by responding to this targeted stakeholder consultation questionnaire https://ec.europa.eu/eusurvey/runner/CEATSCSurvey2025 by 4 December.
Your input is essential to ensure that stakeholders’ views can be appropriately considered in the impact assessment and in the preparation of the forthcoming proposal.
